Narrative:

I was working cga X, an small transport off pdk filed southeast. He had been released off runway 20L to heading 110 degree. I turned him to 090 and he acknowledged for it, but he may not have actually turned. We have a piece of airspace shaped like this (graphic). Cga X hit the tip of this airspace and atl departure control had an aircraft in there. My aircraft was at 8200' climbing to 9000'. His was 8800' climbing to 12000'.
