Narrative:

An small aircraft did a touch and go on a runway that was occupied by a crash fire rescue equipment (crash fire rescue) veh doing a runway check. The problem was discovered when the veh reported clear of the runway after the touch and go was completed. There was about 10000' sep, however, because the runway is so long. I believe the runway was not scanned properly, but moreover, that the rid (runway incursion device) was not used properly. Since its installation about 8 months ago, it has steadily been used less and less because of 1) its location, which makes it very difficult for ground control to switch on, and 2) its annoying and disruptive voice which has caused most local controllers to demand that it be turned off. Callback conversation with reporter revealed the following: the reporter was working local control with a trnee when the incident occurred. The rid was not turned on by ground control as previously coordinated by the reporter. The rid is located near ground control and has a blinking light and a voice feature that alarms whenever local control transmits. The voice feature says 'check runway, check runway,' and must be deactivated each time local control transmits to aircraft. There is no vol control. The reporter says it is poorly situated away from local control and is too loud. Reporter has 8 yrs at non radar facility.

Title: SMA MADE A TOUCH AND GO WHILE A VEHICLE WAS ON THE RWY.

Narrative: AN SMA DID A TOUCH AND GO ON A RWY THAT WAS OCCUPIED BY A CFR (CRASH FIRE RESCUE) VEH DOING A RWY CHK. THE PROB WAS DISCOVERED WHEN THE VEH RPTED CLR OF THE RWY AFTER THE TOUCH AND GO WAS COMPLETED. THERE WAS ABOUT 10000' SEP, HOWEVER, BECAUSE THE RWY IS SO LONG. I BELIEVE THE RWY WAS NOT SCANNED PROPERLY, BUT MOREOVER, THAT THE RID (RWY INCURSION DEVICE) WAS NOT USED PROPERLY. SINCE ITS INSTALLATION ABOUT 8 MONTHS AGO, IT HAS STEADILY BEEN USED LESS AND LESS BECAUSE OF 1) ITS LOCATION, WHICH MAKES IT VERY DIFFICULT FOR GND CTL TO SWITCH ON, AND 2) ITS ANNOYING AND DISRUPTIVE VOICE WHICH HAS CAUSED MOST LCL CTLRS TO DEMAND THAT IT BE TURNED OFF. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: THE RPTR WAS WORKING LCL CTL WITH A TRNEE WHEN THE INCIDENT OCCURRED. THE RID WAS NOT TURNED ON BY GND CTL AS PREVIOUSLY COORDINATED BY THE RPTR. THE RID IS LOCATED NEAR GND CTL AND HAS A BLINKING LIGHT AND A VOICE FEATURE THAT ALARMS WHENEVER LCL CTL XMITS.
