Narrative:

When arriving in smf area and advised of current RVR, asked copilot to check recent bulletin in manual. Re: legality of using CAT IIIA minimums. He checked bulletin and advised we were authority/authorized to use CAT IIIA limits as of 8/sat/89. After landing,I read bulletin myself and discovered authorization did not include me. (Copilot did not read last paragraph of bulletin.) as a result I landed below CAT ii limits, which I am authority/authorized to use. In actuality, runway was VMC. Fog was lying across transmissometers only.
