Narrative:

Departed ord XA32 EST, runway 21L out of TCA. I was given heading left turn 150 degrees, maintain altitude 1800', then left to 120 degree heading, then contact mdw departure control. I called mdw radar. They knew nothing of our presence in their arsa. We were flying in their arsa west/O handoff. We did contact mdw departure. We could not climb because we would go back into TCA and arsa mdw went up to TCA. We were left in the mdw arsa west/O a handoff.
