Atx X departed runway 28 at XA48 on a 270 degree heading, climbing to 6000'. Air carrier Y was estimating the bossy intersection at XA53Z, level at 3000'. Air carrier Y had a clearance limit of vages, which is 12 mi southeast of bossy. Vages is approximately 14 mi west of lafayette airport. Situation given didn't appear to allow for vertical sep in accordance with 7110.65.
