Narrative:

I departed bpt VFR and contacted ZHU for my fir clearance to iws. Controller stated that he could not give me my clearance until he had the required sep (2 other aircraft had departed bpt immediately prior to me heading toward houston). Told controller I could accept a visibility climb to VFR otp at 4500'. Controller then gave me an IFR clearance to isw based on the visibility climb. Was handed off to houston approach, who promptly gave me a clearance through the TCA! I asked the controller when they had started giving IFR aircraft TCA clrncs. Controller responded that he thought I was VFR and he was not aware that I was on an IFR clearance. I'm glad the WX was good and I did not enter IMC thinking I was IFR when the controller thought I was VFR. I'm not sure how this could have been prevented. Prior controller had issued me an IFR clearance. Why this controller wasn't aware of that, I don't know.

Title: ARTCC RADAR CTLR FAILED TO INFORM APCH CTLR THAT ACFT WAS ON IFR FLT PLAN. OPERATIONAL DEVIATION.

Narrative: I DEPARTED BPT VFR AND CONTACTED ZHU FOR MY FIR CLRNC TO IWS. CTLR STATED THAT HE COULD NOT GIVE ME MY CLRNC UNTIL HE HAD THE REQUIRED SEP (2 OTHER ACFT HAD DEPARTED BPT IMMEDIATELY PRIOR TO ME HDG TOWARD HOUSTON). TOLD CTLR I COULD ACCEPT A VIS CLB TO VFR OTP AT 4500'. CTLR THEN GAVE ME AN IFR CLRNC TO ISW BASED ON THE VIS CLB. WAS HANDED OFF TO HOUSTON APCH, WHO PROMPTLY GAVE ME A CLRNC THROUGH THE TCA! I ASKED THE CTLR WHEN THEY HAD STARTED GIVING IFR ACFT TCA CLRNCS. CTLR RESPONDED THAT HE THOUGHT I WAS VFR AND HE WAS NOT AWARE THAT I WAS ON AN IFR CLRNC. I'M GLAD THE WX WAS GOOD AND I DID NOT ENTER IMC THINKING I WAS IFR WHEN THE CTLR THOUGHT I WAS VFR. I'M NOT SURE HOW THIS COULD HAVE BEEN PREVENTED. PRIOR CTLR HAD ISSUED ME AN IFR CLRNC. WHY THIS CTLR WASN'T AWARE OF THAT, I DON'T KNOW.
