Narrative:

A tmu person came to sector R50 and asked me if I could take 2 aircraft tys-odf-grd-clt. The normal routing into clt from north of tys is the tys transition to the shine arrival to clt. I told him that my rush into atl was beginning and in my opinion it would be an unsafe situation if I worked the 2 aircraft. He then asked (name) who was watching the area for the supervisor. The acting supervisor advised the tmu that we would work the aircraft, even though I protested his decision. The supervisor was aware that I was not going to accept the handoff plenty of time to either inform sector 39 and tmu and my reasons for refusing the handoff. I first saw the 2 aircraft flashing handoff approximately 10-20 mi north of the tys VOR. I asked the supervisor several times to go over to sector 39 or tmu and make other arrangements for the aircraft. I was never given a direct order or even asked why I was refusing the aircraft. He never responded when I informed him of my decision. Safety was never compromised. My rush period was beginning. In my opinion it was a very unsafe operation. Plus my supervisor said to me a few days before, that the only aircraft that would be cleared odf-grd-clt would be aircraft coming from mem center and the change en route would be affected west of J89, and not from over tys VORTAC. Tmu made a bad call on this situation. The controller on the sector should have a say in any decision that will impact his sector adversely.

Title: CTLR COMPLAINS ABOUT REROUTING OF TWO ACFT THROUGH HIS AIRSPACE.

Narrative: A TMU PERSON CAME TO SECTOR R50 AND ASKED ME IF I COULD TAKE 2 ACFT TYS-ODF-GRD-CLT. THE NORMAL ROUTING INTO CLT FROM N OF TYS IS THE TYS TRANSITION TO THE SHINE ARR TO CLT. I TOLD HIM THAT MY RUSH INTO ATL WAS BEGINNING AND IN MY OPINION IT WOULD BE AN UNSAFE SITUATION IF I WORKED THE 2 ACFT. HE THEN ASKED (NAME) WHO WAS WATCHING THE AREA FOR THE SUPVR. THE ACTING SUPVR ADVISED THE TMU THAT WE WOULD WORK THE ACFT, EVEN THOUGH I PROTESTED HIS DECISION. THE SUPVR WAS AWARE THAT I WAS NOT GOING TO ACCEPT THE HANDOFF PLENTY OF TIME TO EITHER INFORM SECTOR 39 AND TMU AND MY REASONS FOR REFUSING THE HANDOFF. PLUS MY SUPVR SAID TO ME A FEW DAYS BEFORE, THAT THE ONLY ACFT THAT WOULD BE CLRED ODF-GRD-CLT WOULD BE ACFT COMING FROM MEM CENTER AND THE CHANGE ENRTE WOULD BE AFFECTED W OF J89, AND NOT FROM OVER TYS VORTAC. TMU MADE A BAD CALL ON THIS SITUATION. THE CTLR ON THE SECTOR SHOULD HAVE A SAY IN ANY DECISION THAT WILL IMPACT HIS SECTOR ADVERSELY.
