Narrative:

Had just received aircraft from maintenance (we later found out). Captain was late 5 mins before departure ground delays (construction) and boarding. Thunderstorms delayed departure. Cleared to 8000', then 13000', then 8000'. I advised captain (who was flying) at 8200' to level off. Altitude preselect said 8000', his altimeter 7500' and climbing. Mine (copilot) by now said 8700'. I pushed yoke over as center said 'maintain 8000'.' we discovered his altimeter was set 1' low. Also clock was 2 hours slow. Don't let delays hurry checklist. Check all 4 digits in altimeter. Don't trust mechanics.
