Morning traffic rush from tokyo. Air carrier X initially transferred FL360 and air carrier Y at FL340. I issued clearance to air carrier X through hnl commercial radio and marked strips, okkoe climbing to FL350, onade FL350. Shortly thereafter, I received computer message 'no link ack' from hnl indicating that phone verification would be required. Air carrier Y contacted center on 126.2 and reported level at 360 requesting higher. Issued climb to air carrier X to maintain FL380.

Narrative: MORNING TFC RUSH FROM TOKYO. ACR X INITIALLY TRANSFERRED FL360 AND ACR Y AT FL340. I ISSUED CLRNC TO ACR X THROUGH HNL COMMERCIAL RADIO AND MARKED STRIPS, OKKOE CLIMBING TO FL350, ONADE FL350. SHORTLY THEREAFTER, I RECEIVED COMPUTER MESSAGE 'NO LINK ACK' FROM HNL INDICATING THAT PHONE VERIFICATION WOULD BE REQUIRED. ACR Y CONTACTED CENTER ON 126.2 AND REPORTED LEVEL AT 360 REQUESTING HIGHER. ISSUED CLIMB TO ACR X TO MAINTAIN FL380.
