Narrative:

Light transport X exited runway 13R at A-10 and was instructed by the ground controller to taxi to (name) FBO, caution for the barricaded construction areas between the A-6 and A-9 intxns. Light transport X proceeded northbound on the east taxiway and on the overrun area of runway 13L and onto the departure end of runway 13L. Light transport X was instructed to exit at the next taxiway A-7. When light transport X was on runway 13L, an small aircraft was on takeoff roll from a touch and go. If there had been some kind of cones or barricades on the 375' of overrun on runway 13L, this aircraft would not have been on the departure end of the runway. I, as the ground controller, should have been more aware of where light transport X was at -- at all times.

Narrative: LTT X EXITED RWY 13R AT A-10 AND WAS INSTRUCTED BY THE GND CTLR TO TAXI TO (NAME) FBO, CAUTION FOR THE BARRICADED CONSTRUCTION AREAS BETWEEN THE A-6 AND A-9 INTXNS. LTT X PROCEEDED NBOUND ON THE E TXWY AND ON THE OVERRUN AREA OF RWY 13L AND ONTO THE DEP END OF RWY 13L. LTT X WAS INSTRUCTED TO EXIT AT THE NEXT TXWY A-7. WHEN LTT X WAS ON RWY 13L, AN SMA WAS ON TKOF ROLL FROM A TOUCH AND GO. IF THERE HAD BEEN SOME KIND OF CONES OR BARRICADES ON THE 375' OF OVERRUN ON RWY 13L, THIS ACFT WOULD NOT HAVE BEEN ON THE DEP END OF THE RWY. I, AS THE GND CTLR, SHOULD HAVE BEEN MORE AWARE OF WHERE LTT X WAS AT -- AT ALL TIMES.
