Narrative:
At 25 NM northeast of bismarck airport, I called bismarck approach and was given a squawk code and to proceed inbound. When I was approximately 5 NM east of the airport I was told to enter a right base runway 31 and that I was cleared to land runway 31. At approximately that same time, small aircraft Y announced to the tower (same controller spoke to me on approach, tower, and ground, all on same frequency) that he was 7 mi south inbound. Bismarck tower informed them to follow me #2 to land, and that I was turning to base. As I slowed into descent on my 1 mi base, I didn't have small aircraft Y in sight (the controller never issued me traffic) to the south. Then I saw small aircraft Y. He was on a 1 1/2 mi final runway 31! He was supposed to follow me! So I inquired as to small aircraft Y actions to the tower. The tower did not respond. I initiated a 270 degree turn to the right in order to make a downwind to postpone my approach until the tower responded. The controller's only transmission in the response to the situation was, 'small aircraft X continue downwind, I'll call your base.' the controller totally ignored the situation. The rest of the situation is relatively minor, but small aircraft Y went onto initiate a right downwind 'semi go around' when he realized what was going on. The controller then cleared us head-on for 13 and 31 respectively (after I verified I was clear to land (again)). I just cleared the runway (31) when small aircraft Y touched down less than 1000' away!

Title: SMA REENTERED DOWNWIND LEG WHEN HE WAS CUT OFF BY NUMBER 2 SMA.
Narrative: AT 25 NM NE OF BISMARCK ARPT, I CALLED BISMARCK APCH AND WAS GIVEN A SQUAWK CODE AND TO PROCEED INBND. AT APPROX THAT SAME TIME, SMA Y ANNOUNCED TO THE TWR (SAME CTLR SPOKE TO ME ON APCH, TWR, AND GND, ALL ON SAME FREQ) THAT HE WAS 7 MI S INBND. BISMARCK TWR INFORMED THEM TO FOLLOW ME #2 TO LAND, AND THAT I WAS TURNING TO BASE. AS I SLOWED INTO DSCNT ON MY 1 MI BASE, I DIDN'T HAVE SMA Y IN SIGHT (THE CTLR NEVER ISSUED ME TFC) TO THE S. THE CTLR THEN CLRED US HEAD-ON FOR 13 AND 31 RESPECTIVELY (AFTER I VERIFIED I WAS CLEAR TO LAND (AGAIN)). I JUST CLRED THE RWY (31) WHEN SMA Y TOUCHED DOWN LESS THAN 1000' AWAY!
