Narrative:

While computing clearing turn for a syllabus ocf (out of control flight spin) maneuver, flight crew's attention was focused on another military jet at the bottom of the kings (NAS kingsville) spin ii area. Upon roll-in to maneuver, crew in MTR passed below flight path of a civilian small transport heading north at approximately 16500'. Upon zoom climb to altitude for setup, crew members passed through small transport altitude and saw him to their 6-7 O'clock position, about 1/2 mi. No evasive actions were necessary (no time, anyway). Maneuver was terminated and crew leveled the wings, eyeballed the intruder some 2000-3000' below them and reported the near miss to ZHU, who was supposed to be providing stage ii monitoring service to aircraft working in the spin MOA. No warning of the bogey was evidently given--none received. ZHU tracked the small transport to san antonio and attempted to get pilot's identify. Air crew in MTR (on a filed clearance into the spin area) computed the hop and returned to base uneventfully. PIC was given a phone # and talked to a mr X of ZHU ARTCC. It seems the civilian was VFR. I just wish they'd stay out of high use MOA's; it's hard to miss these guys when you're intentionally 'out of control.'

UPON ZOOM CLB TO ALT FOR SETUP, CREW MEMBERS PASSED THROUGH SMT ALT AND SAW HIM TO THEIR 6-7 O'CLOCK POS, ABOUT 1/2 MI. NO EVASIVE ACTIONS WERE NECESSARY (NO TIME, ANYWAY).
