Narrative:

We were level at 7000', northbound on an airway 20 NM north of EMI VOR, en route bwi-mdt. Baltimore approach called out traffic 12 O'clock 3 mi southbound indicating 7000'. Traffic was sighted 1 to 1 1/2 mi away. We made an immediate left turn. Traffic passed to our right in a left turn approximately 100-200' below and 100-200' horizontally. Traffic sighted was an small aircraft. We questioned baltimore as to why they didn't call traffic earlier and they stated that the controller had just taken over and they stated that the controller had just taken over the position. We also questioned if the traffic was IFR and he stated no.

Narrative: WE WERE LEVEL AT 7000', NBOUND ON AN AIRWAY 20 NM N OF EMI VOR, ENRTE BWI-MDT. BALTIMORE APCH CALLED OUT TFC 12 O'CLOCK 3 MI SBND INDICATING 7000'. TFC WAS SIGHTED 1 TO 1 1/2 MI AWAY. WE QUESTIONED BALTIMORE AS TO WHY THEY DIDN'T CALL TFC EARLIER AND THEY STATED THAT THE CTLR HAD JUST TAKEN OVER AND THEY STATED THAT THE CTLR HAD JUST TAKEN OVER THE POSITION. WE ALSO QUESTIONED IF THE TFC WAS IFR AND HE STATED NO.
