Narrative:

We were given a clearance to fly over washington exec/hyde field at 1400' departing the washington TCA and remain on tower frequency from andrews AFB. This has been a standardized VFR clearance for a number of years. As we were leaving the TCA I observed a high wing single engine crossing east to west at or slightly above our altitude. At this point I took control of the plane from the student and rolled my plane into a right 360. I called the controller to notify him of my action and find out if he was aware of the traffic. He approved the turn when I had completed about 120 degree, he never called any traffic. On completion of the 360 he terminated radar service without calling any traffic. I gave the student the plane back but I continued to ride the controls. We continued out through the cutout in the TCA to the south. I then observed the same plane coming back west to east. Since we no long had a TCA clearance I had very few routes for traffic avoidance, a climb of 100' would put us back in the TCA, going down would have put us in the traffic pattern of hyde. I started a right turn to pass behind the other plane but had to stop at once because there was a helicopter coming in from the west. I then started a left turn to angle away from the plane and pass well behind but I was blocked again, this time by white and blue. I saw the vsi indicating a slight climb right after all of the evasive action and I pushed the nose over at that point. I don't think we violated any protected airspace. As I stated this 'hyde departure' has been a standard for years but recently hyde, a reliever for washington national in close to dc, has greatly improved its runway and FBO's attracting much more traffic. The clearance is only for 1400'. It is therefore easy to violate controled airspace or hydes' traffic pattern. Without both a sharp lookout by air crews and radar service all the clear of the TCA accident potential is up sharply. As a result I will never request or if it is issued will not accept a 'hyde departure' again. Both long time pilots and ATC personnel in this area have become complacent about the procedure without considering increasing traffic.

Title: SMA TRAINER DEPARTING ADW, VFR BUT WITH RADAR SERVICE, HAD AN NMAC WITH ANOTHER SMA INBOUND TOWARD ADW.

AT THIS POINT I TOOK CONTROL OF THE PLANE FROM THE STUDENT AND ROLLED MY PLANE INTO A RIGHT 360. I CALLED THE CTLR TO NOTIFY HIM OF MY ACTION AND FIND OUT IF HE WAS AWARE OF THE TFC. HE APPROVED THE TURN WHEN I HAD COMPLETED ABOUT 120 DEG, HE NEVER CALLED ANY TFC. ON COMPLETION OF THE 360 HE TERMINATED RADAR SERVICE WITHOUT CALLING ANY TFC. I GAVE THE STUDENT THE PLANE BACK BUT I CONTINUED TO RIDE THE CONTROLS. WE CONTINUED OUT THROUGH THE CUTOUT IN THE TCA TO THE SOUTH. I THEN OBSERVED THE SAME PLANE COMING BACK W TO E. SINCE WE NO LONG HAD A TCA CLRNC I HAD VERY FEW ROUTES FOR TFC AVOIDANCE, A CLIMB OF 100' WOULD PUT US BACK IN THE TCA, GOING DOWN WOULD HAVE PUT US IN THE TFC PATTERN OF HYDE. I STARTED A RIGHT TURN TO PASS BEHIND THE OTHER PLANE BUT HAD TO STOP AT ONCE BECAUSE THERE WAS A HELI COMING IN FROM THE W. I THEN STARTED A LEFT TURN TO ANGLE AWAY FROM THE PLANE AND PASS WELL BEHIND BUT I WAS BLOCKED AGAIN, THIS TIME BY WHITE AND BLUE. I SAW THE VSI INDICATING A SLIGHT CLIMB RIGHT AFTER ALL OF THE EVASIVE ACTION AND I PUSHED THE NOSE OVER AT THAT POINT. I DON'T THINK WE VIOLATED ANY PROTECTED AIRSPACE. AS I STATED THIS 'HYDE DEP' HAS BEEN A STANDARD FOR YEARS BUT RECENTLY HYDE, A RELIEVER FOR WASHINGTON NATIONAL IN CLOSE TO DC, HAS GREATLY IMPROVED ITS RWY AND FBO'S ATTRACTING MUCH MORE TFC. THE CLRNC IS ONLY FOR 1400'. IT IS THEREFORE EASY TO VIOLATE CTLED AIRSPACE OR HYDES' TFC PATTERN. WITHOUT BOTH A SHARP LOOKOUT BY AIR CREWS AND RADAR SERVICE ALL THE CLEAR OF THE TCA ACCIDENT POTENTIAL IS UP SHARPLY. AS A RESULT I WILL NEVER REQUEST OR IF IT IS ISSUED WILL NOT ACCEPT A 'HYDE DEPARTURE' AGAIN. BOTH LONG TIME PLTS AND ATC PERSONNEL IN THIS AREA HAVE BECOME COMPLACENT ABOUT THE PROC WITHOUT CONSIDERING INCREASING TFC.
