Narrative:

While flying an small aircraft VFR south of the florida keys inbound to eyw, I was being worked by nqx. I was instructed to remain 3 mi south of the shoreline, at or below 1000'. I did this and when midfield nqx I reported due south of their tower and they switched me to eyw tower. Eyw tower told me to report a 2 mi final runway 24. I continued wbound because I observed a MTR taking off runway 25 at nqx which I was not informed of and did not know which way the MTR was going to turn. I observed the MTR turn south, which would make him pass in front of me. I decided to descend at this time. The MTR passed approximately 200-300' in front of me and about 400-500' above me. Had I not descended when I did, or not stayed off shore to set up for a base instead of straight in like instructed, we would have collided. I feel the only reason I didn't was that I am a controller of eyw and I know to look out for navy aircraft, even when being worked by navy, and where the overlapping air traffic area's dividing line is between eyw and nqx. The public doesn't because it is not in far 93 like it is supposed to be.

Title: SMA TOOK EVASIVE ACTION TO AVOID A MTR DEPARTING A NAVY ARPT. NMAC. SMA NOT SEPARATED FROM MTR BY THE NAVY APCH CTL. OPERATIONAL ERROR.

Narrative: WHILE FLYING AN SMA VFR S OF THE FLORIDA KEYS INBND TO EYW, I WAS BEING WORKED BY NQX. I WAS INSTRUCTED TO REMAIN 3 MI S OF THE SHORELINE, AT OR BELOW 1000'. I DID THIS AND WHEN MIDFIELD NQX I RPTED DUE S OF THEIR TWR AND THEY SWITCHED ME TO EYW TWR. EYW TWR TOLD ME TO RPT A 2 MI FINAL RWY 24. I CONTINUED WBOUND BECAUSE I OBSERVED A MTR TAKING OFF RWY 25 AT NQX WHICH I WAS NOT INFORMED OF AND DID NOT KNOW WHICH WAY THE MTR WAS GOING TO TURN. I OBSERVED THE MTR TURN S, WHICH WOULD MAKE HIM PASS IN FRONT OF ME. I DECIDED TO DSND AT THIS TIME. THE MTR PASSED APPROX 200-300' IN FRONT OF ME AND ABOUT 400-500' ABOVE ME. HAD I NOT DSNDED WHEN I DID, OR NOT STAYED OFF SHORE TO SET UP FOR A BASE INSTEAD OF STRAIGHT IN LIKE INSTRUCTED, WE WOULD HAVE COLLIDED. I FEEL THE ONLY REASON I DIDN'T WAS THAT I AM A CTLR OF EYW AND I KNOW TO LOOK OUT FOR NAVY ACFT, EVEN WHEN BEING WORKED BY NAVY, AND WHERE THE OVERLAPPING ATA'S DIVIDING LINE IS BTWN EYW AND NQX. THE PUBLIC DOESN'T BECAUSE IT IS NOT IN FAR 93 LIKE IT IS SUPPOSED TO BE.
