Narrative:

Aircraft was taxiing from an FBO directly adjacent to the active runway and entered the runway while another aircraft was departing. Callback conversation with reporter revealed the following information: the reporter had cleared the taxiing aircraft, an ffj, to cross the runway and indicated that his attention was directed to another part of the airport when the local controller cleared the other aircraft, a BE90, for takeoff. The reporter stated the BE90 pilot after takeoff had informed the local controller of the traffic crossing the runway. According to the reporter, the BE90 was airborne about 2000 ft from the approach end of the runway. Reporter stated the ffj had crossed near the departure end of the runway about 5000 ft from the point the BE90 departed. Reporter indicated the altitude of BE90 was about 200 ft when it passed the ffj.

Title: OPERROR LTSS WHEN AN ACFT ENTERED THE ACTIVE RWY 18-36 WHILE ANOTHER ACFT WAS DEPARTING.

Narrative: ACFT WAS TAXIING FROM AN FBO DIRECTLY ADJACENT TO THE ACTIVE RWY AND ENTERED THE RWY WHILE ANOTHER ACFT WAS DEPARTING. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR HAD CLRED THE TAXIING ACFT, AN FFJ, TO CROSS THE RWY AND INDICATED THAT HIS ATTN WAS DIRECTED TO ANOTHER PART OF THE ARPT WHEN THE LCL CTLR CLRED THE OTHER ACFT, A BE90, FOR TKOF. THE RPTR STATED THE BE90 PLT AFTER TKOF HAD INFORMED THE LCL CTLR OF THE TFC XING THE RWY. ACCORDING TO THE RPTR, THE BE90 WAS AIRBORNE ABOUT 2000 FT FROM THE APCH END OF THE RWY. RPTR STATED THE FFJ HAD CROSSED NEAR THE DEP END OF THE RWY ABOUT 5000 FT FROM THE POINT THE BE90 DEPARTED. RPTR INDICATED THE ALT OF BE90 WAS ABOUT 200 FT WHEN IT PASSED THE FFJ.
