Narrative:

I was vectoring an small aircraft X for a practice ILS approach (VFR). The aircraft was told to maintain VFR at all times. The aircraft was on a 280 degree heading 2 mi east of manchester airport when the pilot asked if I saw an small transport Y that just past in front of him. I said that I saw a target about 1 mi south of his position southbound (the pilot filed a near miss) and that I did not see it prior.
