Narrative:

All I wanted to do was find montgomery field. I monitored the ATIS, then contacted approach control on 119.6 frequency. I informed them of my intentions and received instructions from them. I received clearance through the TCA. When I landed, I was informed by operations that customs was inquiring about me. They demanded that I fly to brown field. I didn't know why I had to go to brown field. I was really starting to worry. So, I received instructions from operations to fly at 3500' VFR. I contacted approach controller on 125.15 west/O response. I later discovered that approach control had been changed that day to 128.00. After customs questioned me and my intentions and released me, dropping all charges, they informed me to contact the tower at montgomery for questioning on entering the TCA. After our discussion, I realized I had poor flight planning to brown field. I allowed the trauma of mexican officials and us customs to affect my ability and emotions in being a competent pilot. Callback conversation with reporter revealed the following: after arrival at sdm the request for customs to fly to brown field further traumatized the pilot and he didn't check NOTAMS for the flight and missed the handoff frequency to departure control and thus illegally entered the TCA of sdm at 3500'. Customs at brown field said that he made history that day. The FAA is going to pursue the violation of the TCA if he does not get more instruction from the flying school on x-country navigation--an offer he feels he cannot refuse.

Title: PLT PENETRATES A TCA BY NOT CALLING DEP CTL WHEN LEAVING HIS LAST POINT OF LNDG.

I WAS REALLY STARTING TO WORRY. SO, I RECEIVED INSTRUCTIONS FROM OPS TO FLY AT 3500' VFR. I CONTACTED APCH CTLR ON 125.15 W/O RESPONSE. I LATER DISCOVERED THAT APCH CTL HAD BEEN CHANGED THAT DAY TO 128.00. AFTER CUSTOMS QUESTIONED ME AND MY INTENTIONS AND RELEASED ME, DROPPING ALL CHARGES, THEY INFORMED ME TO CONTACT THE TWR AT MONTGOMERY FOR QUESTIONING ON ENTERING THE TCA. CUSTOMS AT BROWN FIELD SAID THAT HE MADE HISTORY THAT DAY. THE FAA IS GOING TO PURSUE THE VIOLATION OF THE TCA IF HE DOES NOT GET MORE INSTRUCTION FROM THE FLYING SCHOOL ON X-COUNTRY NAV--AN OFFER HE FEELS HE CANNOT REFUSE.
