Narrative:

I was working the sr 1 and sr 2 combined. I took a handoff on cga X over ioc for arrival to apa airport. En route to apa approximately 15 mi east of apa, the pilot said he had 2 military jets pass in front of him at around 10,000'. Earlier I had had fgt Y call for a beacon code with some words about 12,000'. I assumed he was an arrival and I issued a VFR code. As it turned out, the targets merged, and fgt Y was in the denver TCA without a clearance with their xponders turned off. Cga X and fgt Y targets passed 10 mi southeast of bkf, crossing the runway 32 final approach course. I asked the fgt Y flight later if his transponder was on, he replied , well let's see. It then came on the radar.

I ASSUMED HE WAS AN ARRIVAL AND I ISSUED A VFR CODE. AS IT TURNED OUT, THE TARGETS MERGED, AND FGT Y WAS IN THE DENVER TCA WITHOUT A CLRNC WITH THEIR XPONDERS TURNED OFF. CGA X AND FGT Y TARGETS PASSED 10 MI SE OF BKF, XING THE RWY 32 FINAL APCH COURSE. I ASKED THE FGT Y FLT LATER IF HIS XPONDER WAS ON, HE REPLIED , WELL LET'S SEE. IT THEN CAME ON THE RADAR.
