Narrative:

I was cleared for takeoff on runway 15 at oakland airport. The tower told me it was ok to cross runway 27R, but make a right turn prior to runway 27L. Shortly after takeoff, I saw a cessna upwind off runway 27L (no mention was made of this aircraft) at about my altitude. I told the tower I was unable to turn right. The tower then said something I couldn't understand. Later I found out she told me to turn left, downwind for runway 27L? I was supposed to be departing north (petaluma) 069. I was then given a heading of 080 degrees. The right turn after takeoff from runway 15 is non standard. The phraseology used to not cross was non standard. If I had turned left so as not to cross runway 27R I would have been dangerously close to the cessna departing runway 27L. My TCASII was giving me a warning.
