Narrative:

Northbound flight at FL310 and swbnd flight also at FL310 landing at bna. Swbnd aircraft was descended to FL290 and 1 min later was told to be level in 1 min. Aircraft complained about not having an early warning. My instrument intervened to have the aircraft expedite descent, but the frequency failed. In the ensuing 30 seconds, we tried multiple radio jacks but none worked. We got frequencys back, but too late.

Title: ACFT CONFLICTED WITH ANOTHER ACFT AT THE SAME ALT DUE TO SLOW DESCENT RATE AND RADIO PROBLEMS.

Narrative: NBOUND FLT AT FL310 AND SWBND FLT ALSO AT FL310 LNDG AT BNA. SWBND ACFT WAS DSNDED TO FL290 AND 1 MIN LATER WAS TOLD TO BE LEVEL IN 1 MIN.
