Narrative:

The control zone was IFR. There were 2 aircraft (a helicopter and a small float plane), both with special VFR clrncs, agreeing to maintain visibility sep in the control zone. An atx X on the ground requested an IFR clearance. Before an IFR clearance is issued in the ktn control zone, the zone must either by sterilized, or the aircraft must request a revilla corridor clearance. The controller who was in charge of obtaining the clearance for atx X delivered the clearance west/O informing the other controller he had done so. This lack of coordination caused a possible systems error.

Title: ACFT DEPARTURE CONFLICTED WITH ANOTHER IFR ACFT IN THE CTL ZONE RESULTING IN LESS THAN STANDARD SEPARATION.

Narrative: THE CTL ZONE WAS IFR. THERE WERE 2 ACFT (A HELI AND A SMALL FLOAT PLANE), BOTH WITH SPECIAL VFR CLRNCS, AGREEING TO MAINTAIN VIS SEP IN THE CTL ZONE. AN ATX X ON THE GND REQUESTED AN IFR CLRNC. BEFORE AN IFR CLRNC IS ISSUED IN THE KTN CTL ZONE, THE ZONE MUST EITHER BY STERILIZED, OR THE ACFT MUST REQUEST A REVILLA CORRIDOR CLRNC. THE CTLR WHO WAS IN CHARGE OF OBTAINING THE CLRNC FOR ATX X DELIVERED THE CLRNC W/O INFORMING THE OTHER CTLR HE HAD DONE SO. THIS LACK OF COORD CAUSED A POSSIBLE SYSTEMS ERROR.
