Narrative:

Atx X instructed to execute right 360 turn. Midway thru turn, atx X cleared for ILS 27 approach. Was expected to continue turn. Atx X stopped turn and proceeded outbnd south of localizer conflicting with military Y. Callback conversation with reporter revealed the following: reporter states aircraft 1 was an atx small transport and aircraft 2 was a military mlt. Aircraft 1 was issued a 360 for spacing and started the turn over pix. Aircraft 1 was cleared for the ILS 27. No intercept heading or distance from the approach fix was issued. Aircraft 1 continued eastbound to a point 4 mi east of pix before starting turn inbound. 5 mi radar separation was lost with aircraft 2 which was inbound on the localizer for an ILS 27 approach. Facility processed as a system error.
