Narrative:

ATIS said nothing of closed runway. ATIS stated runway 22R for departure. Called ground for taxi clearance. Ground told us that 22R was closed and 22L would be sued for departure. (Actually, 22L was closed, and original runway specified on ATIS was to be used as departure runway, ie, 22R). We were getting takeoff information from company because of alleged runway change. We were cleared to taxi. Taxi clearance was received by captain as I was finishing takeoff data. I did not hear taxi clearance. Captain called for taxi check which I performed. Captain taxied over hold line for 22R as he thought we were cleared to 22L. Ground called and told us to hold short of 22R for landing traffic, which we did. No conflict with landing traffic. We told ground that we thought we had been cleared to 22L. There was no response. Then we were cleared into position on 22R for takeoff. We acknowledged and asked him to verify that 22R was open as we had been informed that it was closed. His reply was, 'you've been cleared onto it, haven't you?' then he stated that we had been told that 22L was closed and not 22R. We were cleared for takeoff west/O further incident.

Title: PLT OF MLG ON FERRY FLT OUT OF EWR THOUGHT HE HAD BEEN TOLD RWY 22R WAS CLOSED AND HE TAXIED PAST THE HOLD LINE OF 22R PROCEEDING TO 22L. TWR CTLR ADMONISHED HIM AND ADVISED 22L WAS CLOSED AND HE WAS CLEARED FOR TKOF ON 22R.

CAPT TAXIED OVER HOLD LINE FOR 22R AS HE THOUGHT WE WERE CLRED TO 22L. GND CALLED AND TOLD US TO HOLD SHORT OF 22R FOR LNDG TFC, WHICH WE DID. NO CONFLICT WITH LNDG TFC. WE TOLD GND THAT WE THOUGHT WE HAD BEEN CLRED TO 22L. THERE WAS NO RESPONSE. THEN WE WERE CLRED INTO POS ON 22R FOR TKOF. WE ACKNOWLEDGED AND ASKED HIM TO VERIFY THAT 22R WAS OPEN AS WE HAD BEEN INFORMED THAT IT WAS CLOSED. HIS REPLY WAS, 'YOU'VE BEEN CLRED ONTO IT, HAVEN'T YOU?' THEN HE STATED THAT WE HAD BEEN TOLD THAT 22L WAS CLOSED AND NOT 22R. WE WERE CLRED FOR TKOF W/O FURTHER INCIDENT.
