Narrative:

I was giving training to a radar developmental who failed to handoff air carrier X to atlanta center. The aircraft got 10 mi inside atlanta airspace prior to handoff. This deviation could have been prevented if the automatic-handoff function was not suppressed at ZDC on departures/arrs by our automation section. The controller workforce was not even aware that the function was suppressed.
