Narrative:

Working right/left/D 27 (low altitude), handed off air carrier X to F/left 36 (high altitude) almost level at FL230. I noticed 70 mi later that air carrier X was still level at FL230 and was entering sector 26 (low altitude) because right/left 36 had not climbed aircraft for some reason. Aircraft entered sector 26 before I could make a pointout.

Title: ACR X PENETRATED AN ADJACENT SECTOR AIRSPACE WITHOUT COORD. OPERATIONAL DEVIATION.

Narrative: WORKING R/L/D 27 (LOW ALT), HANDED OFF ACR X TO F/L 36 (HIGH ALT) ALMOST LEVEL AT FL230. I NOTICED 70 MI LATER THAT ACR X WAS STILL LEVEL AT FL230 AND WAS ENTERING SECTOR 26 (LOW ALT) BECAUSE R/L 36 HAD NOT CLIMBED ACFT FOR SOME REASON. ACFT ENTERED SECTOR 26 BEFORE I COULD MAKE A POINTOUT.
