Narrative:

During my preflight from leesburg I did not receive a NOTAM for sby that the backcourse 14 approach at sby was unusable for IFR. In cruise between bwi and sby I asked center for RNAV direct to hebro (IAF for the approach) and clearance for the approach. Both were granted. I commenced the approach, broke out at approximately 1100' MSL, and circled to land on runway 5. On the ground I asked FSS to cancel my IFR. It was then that FSS told me the backcourse approach was notamed OTS. I failed to get that information in my brief and should have asked for all pertinent NOTAMS for sby. Albeit my fault for not getting that NOTAM in my briefing, the center controller should have had knowledge of it as well, if he did know the approach was notamed unusable, why did he clear me for the approach? Why didn't he ask me if I knew about the NOTAM?

Title: REPORTER ACFT REQUESTED CLRNC FOR RECEIVED CLRNC FOR AND CONDUCTED AN APCH IN IMC THAT WAS REPORTED IN NOTAMS AS BEING UNUSABLE OUT OF SERVICE.

I COMMENCED THE APCH, BROKE OUT AT APPROX 1100' MSL, AND CIRCLED TO LAND ON RWY 5. ON THE GND I ASKED FSS TO CANCEL MY IFR. IT WAS THEN THAT FSS TOLD ME THE BACKCOURSE APCH WAS NOTAMED OTS. I FAILED TO GET THAT INFO IN MY BRIEF AND SHOULD HAVE ASKED FOR ALL PERTINENT NOTAMS FOR SBY. ALBEIT MY FAULT FOR NOT GETTING THAT NOTAM IN MY BRIEFING, THE CENTER CTLR SHOULD HAVE HAD KNOWLEDGE OF IT AS WELL, IF HE DID KNOW THE APCH WAS NOTAMED UNUSABLE, WHY DID HE CLEAR ME FOR THE APCH? WHY DIDN'T HE ASK ME IF I KNEW ABOUT THE NOTAM?
