Narrative:

On approach to fll captain exceeded 250 KTS below 10000'. We were approximately 7 mi off shore inbound to fll on blufi 4 arrival southbound on biscayne bay 019 degree right. Approach controller stated that 'speed could be at your discretion.' captain was unaware that positive controled airspace had been recently changed to 12 mi off shore instead of 3 mi--thought he could exceed 250 KTS below 10000' as a result. PNF pointed out situation and PF began to slow down. Contributing factor was ignorance of new regulation on part of PF. PNF knew of change only through notice on bulletin board from airline pilots association.

PNF POINTED OUT SITUATION AND PF BEGAN TO SLOW DOWN. CONTRIBUTING FACTOR WAS IGNORANCE OF NEW REG ON PART OF PF. PNF KNEW OF CHANGE ONLY THROUGH NOTICE ON BULLETIN BOARD FROM AIRLINE PLTS ASSOCIATION.
