Narrative:

I was working local 1. Maintenance requested to taxi from the main ramp to the maintenance hangar. I issued instructions to hold short of the runway. An air carrier was on final and cleared to land. Maintenance crossed the runway causing the landing air carrier to go-around. After review of this situation it was discovered that the read back of maintenance was incorrect. The controller needs to be more prudent and aware of readback errors.
