Narrative:

This event occurred during a routine pipeline patrol flight. The undergnd pipeline right-of-way runs north to south along the east side of the laporte airport. While flying this particular segment, it is necessary to watch for normal airport flying traffic as well as observe the pipeline right-of-way. During my fly-through, there were 4 other aircraft reporting in the traffic pattern, and I was able to observe 3, but not the 4TH, which was almost directly below. When I saw the aircraft, I made the necessary corrections, as did the other aircraft. I feel that only additional radio reports and more intense observations by all concerned is the only solution to prevent an event like this from being more serious.

Title: SMALL ACFT ON PIPELINE PATROL EXPERIENCES NMAC IN THE VICINITY OF T41.

Narrative: THIS EVENT OCCURRED DURING A ROUTINE PIPELINE PATROL FLT. THE UNDERGND PIPELINE RIGHT-OF-WAY RUNS N TO S ALONG THE E SIDE OF THE LAPORTE ARPT. WHILE FLYING THIS PARTICULAR SEGMENT, IT IS NECESSARY TO WATCH FOR NORMAL ARPT FLYING TFC AS WELL AS OBSERVE THE PIPELINE RIGHT-OF-WAY. DURING MY FLY-THROUGH, THERE WERE 4 OTHER ACFT REPORTING IN THE TFC PATTERN, AND I WAS ABLE TO OBSERVE 3, BUT NOT THE 4TH, WHICH WAS ALMOST DIRECTLY BELOW. WHEN I SAW THE ACFT, I MADE THE NECESSARY CORRECTIONS, AS DID THE OTHER ACFT. I FEEL THAT ONLY ADDITIONAL RADIO REPORTS AND MORE INTENSE OBSERVATIONS BY ALL CONCERNED IS THE ONLY SOLUTION TO PREVENT AN EVENT LIKE THIS FROM BEING MORE SERIOUS.
