Narrative:

Aircraft departed out of teb runway 24 on the ruudy 3 departure. At 500 ft; the 1;000 ft to go altitude alerter failed to sound; but the crew did confirm 1;000 ft to climb. At 1;400 ft; we turned from the 240 heading to intercept the 260 radial to wentz. At the same time the aircraft passed through the 1500 ft altitude restriction with a 2;000 FPM climb rate. Crew both confirmed 1;500 ft restriction and immediately leveled off at 1;800 ft and started the decent back to 1;500 ft. The controller pointed out the deviation and noted that it was not a traffic conflict; because we had 1;200 ft separation with the aircraft above. High workload due to aircraft configuration; speed and heading change; as well as level off all at the same time were factors that contributed to this altitude deviation.
