Narrative:

I [was] enroute to las. After departure; I received my IFR clearance from denver center. I was cleared to las via direct dove creek and the grandpa 1 arrival (dvc.GRNPA1). Approximately an hour into the two point one hour flight; denver center advised that due to a tfr I would be unable to land at mc carran; north las vegas or henderson airports. I was informed that the tfr was in place until 2300 zulu. They asked what my intentions were. After a couple of minutes; I told them I would like to go to boulder city airport (bvu). I was then cleared direct present position direct boulder city airport. As I was switched to los angeles center; I was re-routed direct meads V562 to las vegas direct boulder city. I asked the controller if the tfr was going to be in affect until 2300 zulu and was told there were no issues with my current flight plan; which was to boulder city airport. Prior to meads intersection I was given a heading of 210 to fly from las vegas approach control and to expect a visual approach into boulder city. At approximately 20 miles out from boulder city airport; I was told to fly heading 240. I started my right turn to that heading and advised boulder city airport in sight. Las vegas approach cleared me for the visual and report canceling in the air or on the ground through flight service. I went ahead and canceled at that time in the air. Las vegas approach cleared me for the visual and told me to maintain current discrete code and change to advisory. I did and landed.I departed (before 2300 zulu) boulder city airport enroute back to kansas. As I was getting ready to depart; I heard a citation jet on unicom inbound for the airport nine miles to the north. I got visual on the inbound citation and departed runway 9R to the east. As I was climbing out; I switched over to las vegas departure control on and attempted to pick up my IFR flight plan. I heard no response from departure but the citation who was on downwind for runway 9R did cancel their IFR flight plan with las vegas approach control. I did hear approach cancel their flight plan. I reattempted to contact departure control to pick up my IFR flight plan. Departure did acknowledge and informed me that I should have contacted them prior to departure for a discrete code because of the tfr. I apologized for the confusion and was given a number to call when I landed. I was told to maintain VFR and climb to 9;500 which I did. I was then told to climb to 17;500 and maintain VFR. I was switched over to los angeles center and was given my IFR clearance. After landing; I immediately called the TRACON and talked with the supervisor; who was extremely polite about the situation. He told me that it was out of his hands but since I violated the vip movement tfr a report has been filed reference the incident. He asked and I gave him my personal information; aircraft information; and pilot certificate number. He asked if I had received a preflight briefing through flight service and I told him no not by phone. He asked if I had checked the notams and I told me no since my original destination was mc carran and not boulder city and I was rerouted while in flight. I did tell him that I also did not check the notams prior to departure from boulder city since I did not think the airport was affected by the tfr. I told him that it was my impression and belief that boulder city airport was not affected by the tfr only mc carran; north las vegas and henderson airports. He did tell me that no fighter aircraft were scrambled reference the incident. The aircraft is equipped with a garmin 880 multi function display with down loadable weather. It is my understanding that when a tfr goes in affect through the weather up link it will display the tfr on the mfd. I did not see any indications on the mfd that the boulder city airport was affected by the tfr. I was also allowed to cancel my IFR flight plan prior to landing in the air and was cleared for the visual. I know that I was told to maintain the current discrete code but have been told the same thing in the past at other airports when canceling my IFR flight plan when no tfr existed. It was also my impression and belief that boulder city airport was not affected since the only mentioned airports were mc carran; north las vegas; and henderson. Nothing was mentioned about boulder city airport being affected and I was cleared direct to the airport and was told there were no issues with my flight plan from los angeles center after being rerouted to boulder city airport. In the future; if a tfr is in place and even close to my departure airport I will call flight service and verify what needs to be done prior to departure.

Title: The pilot of a light twin reports being diverted to BVU after filing an IFR flight plan to LAS; due to a VIP TFR over LAS.
