Narrative:

All aircraft had 'data' flashing in the data block; so I called to verify the aircraft positions. Apparently pdx approach hands off aircraft too soon or stars performs an auto hand-off too soon and eram can't correlate the aircraft position. Recommendation; have portland approach wait 20-30 seconds before attempting hand offs to the center to allow eram to catch up.

Title: ZSE Controller voiced concern regarding the automated hand off failures from PDX TRACON; noting the ERAM equipment is unable to correlate aircraft positions resulting in 'flashing' Data Blocks.

Narrative: All aircraft had 'DATA' flashing in the Data Block; so I called to verify the aircraft positions. Apparently PDX approach hands off aircraft too soon or STARS performs an auto hand-off too soon and ERAM can't correlate the aircraft position. Recommendation; have Portland Approach wait 20-30 seconds before attempting hand offs to the center to allow ERAM to catch up.
