Narrative:

While on the scurry nine arrival we were told by ft worth center we missed our holding fix at harlo. We advised center we had never received a holding clearance. We were then asked to do a 360 degree turn to the left. We did, and were then cleared to continue to scurry. At no time did our flight receive or acknowledge a holding clearance. Controller did give other aircraft a holding clearance at harlo. Controller said he thought he had given it to us. Controller was overloaded with traffic.
