Narrative:

Aircraft X was southbound out of tpa approach looking to shoot the runway 18 GPS approach; go missed and then shoot the runway 36Z approach. Runway 36Z approach was denied due to restricted area R2901 being in use. Aircraft requested to shoot the runway 36Y approach instead. Aircraft X was given a clearance for the runway 18 GPS approach to sef and told to report back up after completion of missed approach. Once the aircraft made an inbound turn towards sef an airspace violation took place. Aircraft X reported back up and was then given clearance for the runway 36Y GPS approach. Runway 18 GPS approach at sef is seldom used. This led to much confusion on whether or not it cleared the restricted areas. Apparently it does not and the area has now been briefed on this fact.[I] recommend that something be added to the runway 18 GPS approach plate at sef that states if the restricted area is active the approach cannot be used.

Title: A ZMA Controller cleared an aircraft for Runway 18 GPS approach to SEF while R2901 was in use. It was later determined that the approach is not separated from the restricted airspace.
