Narrative:

We were cleared to descend via the hyper 2 RNAV arrival into iad. Descending through about 7;600 ft at 1;000 FPM to cross sigbe at 7;000; we were issued VFR cessna traffic at 7;500 (1 o'clock and 2 miles maybe). As we did not have target acquisition; I instructed the first officer to increase his rate of descent through 7;500 ft. We received and the pilot flying complied with a descend RA followed by monitor vertical speed RA. We visually acquired the target and watched him fly directly overhead 300 ft above our altitude. (300 ft vertical separation and 0 horizontal separation.) we reported the descend RA to ATC; reported clear; and advised ATC we would be filing a near midair collision report. The pilot flying complied smoothly and timely with the RA; and the event was invisible to the passengers. We were on a direct collision course with the cessna. We do not know if we would have had visual contact in time to maneuver; TCAS likely prevented a collision.
