Narrative:

ATIS called for takeoff from runway 1 which was set in the FMS. When taxi clearance was received the ground controller asked us if we could take an intersection departure on runway xxr at east giving us 5;500 feet of runway. The pilot flying accepted and I changed the FMS to runway xxr. The control lock had been released partially. When we looked at the runway remaining sign; all we could see was the 4;000 ft remaining sign and became uncomfortable with using that intersection. I said the controller stated that there was 5;500 ft of runway available. The flying pilot reconsidered and when cleared to line up and wait; we entered the runway. I hadn't yet started the line up items yet; when we were then cleared for takeoff and the pilot began adding power; only to find the control lock was only released partially. Noticing that we were close to the 4;000 remaining marker; the pilot flying decided to reject the takeoff. I advised the controller and we were cleared to taxi for a full length takeoff. The controller asked why we rejected the takeoff. The pilot flying responded that the control lock was not all the way off. The pilot flying noticed the control lock was only partially removed and decided that there was not sufficient runway to continue. The pilot flying decided to begin the takeoff roll before I had a chance to complete the line up/takeoff items and coupled with the short distance remaining the takeoff was rejected. The takeoff was rejected. The pilot flying should be certain that all items are complete prior to takeoff.
