Narrative:

R4401 has been redrawn and a new lop was signed with the army. It is to go into effect [shortly]. The problem is that it is not listed as R4401 in a NOTAM and it is not on any VFR charts. Basically; VFR pilots could do one of two things; they could check notams and see that there is a NOTAM out for an area; but R4401 is not listed specifically; or they could check a VFR chart and not know that the airspace has been re-drawn and expanded. The expansion and procedures for R4401 should be postponed until new VFR charts are printed and disseminated in november.
