Narrative:
I was working radar approach control combined in the tower at ZZZ. I had instructed two VFR PV2 air tankers arriving from the southeast to enter left downwind to runway xxr. Local control (local control) had cleared a cessna caravan for take off. I saw the caravan turning east toward the arriving air tankers. I observed the caravan and the tankers target merge on radar and heard the trainer take the position from the developmental and give instructions to the caravan and tankers. I did not see them out the window but I believe the caravan had to take evasive action. Recommendation: allow only one heading; 170; to be issued from runway xxr and heading 200 from runway 17L for all IFR departures. Then prevent IFR arrivals from entering the departure areas below 6;000.

Title: Approach Controller witnessed a conflict between a Cessna and tanker aircraft being controlled by a Local Control developmental; the reporter suggesting changes regarding initial assigned headings and altitudes.
Narrative: I was working Radar Approach Control combined in the Tower at ZZZ. I had instructed two VFR PV2 air tankers arriving from the Southeast to enter left downwind to Runway XXR. Local Control (LC) had cleared a Cessna Caravan for take off. I saw the Caravan turning East toward the arriving air tankers. I observed the Caravan and the tankers target merge on RADAR and heard the trainer take the position from the developmental and give instructions to the Caravan and tankers. I did not see them out the window but I believe the Caravan had to take evasive action.
