Narrative:
I was just finished with my 2 minute overlap on local and unplugged when I heard the local controller say 'there's someone going out onto my runway'. The aircraft was a C172. We have had numerous runway incursions since the implementation of a new taxi phraseology. We had another aircraft enter a runway yesterday and 3 on the day prior that I know of. Recommendation: use the .65 period. Stop using the confusing apa developed phraseology.

Title: APA Controller expressed concern regarding the taxi phraseology locally mandated; claiming multiple runway incursion have resulted from the taxi clearances.
