Narrative:

While providing on the job training a PA28 landed on runway 4; as they passed the 3;000 ft mark another PA28R crossed the runway threshold for a touch and go. As the landing PA28 exited the runway at taxiway east the arriving PA28R touched down past intersection A1; approximately 1;600 ft from taxiway east. Three thousand feet of separation existed when the arrival crossed the runway threshold and landing aircraft was clear of the runway before the arrival touched down; there was no loss of separation. The pilot of landing aircraft called and was concerned over the 1;600 ft proximity of the arriving PA28R. Recommendation; the pilot was informed of the separation requirements of the 7110.65; they were not aware that the regulations allow for an arrival to cross the runway threshold with another aircraft on the runway with 3;000 ft separation and that the distance could decrease.
