Narrative:

I had just gotten to work when approach called and advised that an aircraft was inbound with an emergency; no ailerons. Aircraft checked in and I cleared him to land runway 14; the runway in use. He told me he could not turn but that he would try. I then told him to disregard and continue towards runway 22; closed runway for construction. Flm and ground control called airport operations got the men and equipment clear of the safety area for runway 22 and I cleared the aircraft and told him landing will be at his own risk and to miss the 'X' over the numbers for runway 22. Recommendation; aircraft was an emergency; I have no recommendations.
