Narrative:

The rome low frequency 133.8 has been scratchy; unusable; and unreadable for the last 3 days. Yesterday the area had to shuffle frequencys of other sectors around to accommodate the traffic in rome (without using 133.8). Today an aircraft called from fort payne (usually the frequency is good enough for an aircraft from the ground to hear us) and could not be heard by us; or us him; we found out through FSS. Also several VFR aircraft became NORDO due to the inadequate frequencys and not being able to communicate with them. These frequency issues seem to be occurring not just in area 6; but throughout the whole building and they are occurring more and more. If we can't communicate with aircraft; how are we supposed to provide safe and efficient services?

Title: ZTL CTLR DESCRIBED ONGOING RADIO PROBS.

Narrative: THE ROME LOW FREQ 133.8 HAS BEEN SCRATCHY; UNUSABLE; AND UNREADABLE FOR THE LAST 3 DAYS. TODAY AN ACFT CALLED FROM FORT PAYNE (USUALLY THE FREQ IS GOOD ENOUGH FOR AN ACFT FROM THE GND TO HEAR US) AND COULD NOT BE HEARD BY US; OR US HIM; WE FOUND OUT THROUGH FSS. ALSO SEVERAL VFR ACFT BECAME NORDO DUE TO THE INADEQUATE FREQS AND NOT BEING ABLE TO COMMUNICATE WITH THEM. THESE FREQ ISSUES SEEM TO BE OCCURRING NOT JUST IN AREA 6; BUT THROUGHOUT THE WHOLE BUILDING AND THEY ARE OCCURRING MORE AND MORE. IF WE CAN'T COMMUNICATE WITH ACFT; HOW ARE WE SUPPOSED TO PROVIDE SAFE AND EFFICIENT SVCS?
