Narrative:

During initial departure our altitude was restr to 10000' due to traffic. Upon leveling at 10000' I allowed our airspeed to increase to 320 KTS. Shortly thereafter departure control cleared us to climb to 16000'. Upon passing 10500' departure controller, in a confused voice, told us to stop climb and descend to 10000'. Very shortly thereafter we were instructed to descend to 9000' due to traffic at 10000' reported at 12 O'clock and 5 mi. Due to the unusual nature of the clrncs we received, I elected to descend below 10000' west/O reducing airspeed to 250 KTS. Upon leveling at 9000' I then reduced speed to comply with the far. Reported traffic was not seen and no additional reports filed. Callback conversation with reporter revealed the following: when queried, the controller reported that the altitude change was at the request of ARTCC so TRACON controller felt the center had traffic they hadn't coordinated with TRACON. PF felt by the controller conversation that they wanted aircraft down to 9000' quickly. So did not delay to reduce speed.

DUE TO THE UNUSUAL NATURE OF THE CLRNCS WE RECEIVED, I ELECTED TO DSND BELOW 10000' W/O REDUCING AIRSPD TO 250 KTS. UPON LEVELING AT 9000' I THEN REDUCED SPD TO COMPLY WITH THE FAR. RPTED TFC WAS NOT SEEN AND NO ADDITIONAL RPTS FILED. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: WHEN QUERIED, THE CTLR RPTED THAT THE ALT CHANGE WAS AT THE REQUEST OF ARTCC SO TRACON CTLR FELT THE CENTER HAD TFC THEY HADN'T COORDINATED WITH TRACON. PF FELT BY THE CTLR CONVERSATION THAT THEY WANTED ACFT DOWN TO 9000' QUICKLY. SO DID NOT DELAY TO REDUCE SPD.
