Narrative:

On climb out we got the 'arinc cool' caution message after the flight had been delayed by maintenance for an hour so they could fix the problem which occurred on the inbound leg earlier. Whatever they fixed did not work. The mechanics at the departure airport said this was a recurring event. After climb out and QRH performed again we called maintenance through a commercial radio service to see if the wanted us to continue to the planned destination or turn around to the departure airport; we were barely 50 miles away. I let them know that if they try to fix in the planned destination again that we would probably have crewmembers time out. They still wanted us to continue. When parking at our destination we were greeted by the mechanic contract personnel and he said that we were to ferry it back to our departure point. I said fix the problem and I will. Remember maintenance in our departure airport said they could not defer this and it had to be fixed to fly here. If it wasn't good enough for one flight why another? I asked about the arinc fans not working in this heat and that there is a chance we could lose radios in flight. After a few minutes while the maintenance people talked it was decided by maintenance control to have a mechanic and parts be sent in to fix overnight. We picked up the plane next morning and did not receive any messages.
