Narrative:

Aircraft X departed bur and was radar identified. My trainee climbed him to 5000' and turned him north. There was traffic VFR at 5500' not in contact with air traffic control. The VFR aircraft continued flying eastbound into our departure. We attempted to turn and climb aircraft X away from the VFR aircraft but he responded to a TCAS RA. Recommendation: extend bur areas class C airspace to help control the VFR aircraft that just fly through and conflict with our IFR aircraft. The bur area at sct leads the nation in TCAS RA's!!! Something needs to be done to fix this problem.

Title: SCT Controller providing OJT described a TCAS RA event between a BUR Air Carrier departure and an unknown VFR transiting aircraft; the reporter urging an airspace realignment to prevent future conflicts.
