Narrative:

Aircraft X was instructed to contact me at fix even though the aircraft was in TRACON's airspace. Aircraft X requested WX deviation. I took the request and told the aircraft to stand by while I coordination with the TRACON non-radar controller. TRACON controller did not respond; so aircraft X declared an emergency and descended to FL327. Sector redesign is dangerous and has taken away the ability for controllers to situation next to each other to coordination.

Title: CENTER CTLR DESCRIBED EMER WX DEV EVENT ALLEGING NEW SECTOR REALIGNMENT AS CONTRIBUTING FACTOR.

Narrative: ACFT X WAS INSTRUCTED TO CONTACT ME AT FIX EVEN THOUGH THE ACFT WAS IN TRACON'S AIRSPACE. ACFT X REQUESTED WX DEV. I TOOK THE REQUEST AND TOLD THE ACFT TO STAND BY WHILE I COORD WITH THE TRACON NON-RADAR CTLR. TRACON CTLR DID NOT RESPOND; SO ACFT X DECLARED AN EMER AND DSNDED TO FL327.
