Narrative:

I was working ground control. I was watching local control as he had some planes and I was not busy. He crossed a C525 with an aztec on short final. I attempted to have him stop; but he looked at me and stated he had room. I pointed the landing aircraft and told him he was right there. By the time he turned to look the aztec was already 1;000 ft down the runway and the C525 was halfway across the runway. He took no action. The closest they got was approximately 4;000 ft. I think he was trying to beat the aztec; and it was just bad judgment.

Title: Ground Controller described a ground conflict event between an aircraft crossing the runway and a landing aircraft; the reporter alleged bad judgement by the Local Controller.
