Narrative:

After leveling off at FL200; the captain's forward windscreen shattered. We were approximately 65 NM from our departure airport. We noted an indicated airspeed of 290 KIAS and a cabin differential of 6.4 psi. We declared an emergency with ATC and started a return to the airport. We completed the emergency non-normal checklist for a cracked windshield. As directed by the checklist; we initiated a descent to reduce the cabin differential to less than 6.2 psi. We also began slowing to 205 KIAS. I notified the flight attendants of the emergency (moderate risk with 8 minutes until landing). We completed the non-normal checklist and the captain informed the passengers that we were returning to departure airport. I completed the rest of the normal checklists through the approach check. The captain then transferred control of the aircraft to me for the landing. The rest of the flight and landing were uneventful.
