Narrative:

Air carrier X; level at FL350; requested FL370. [There was] opposite direction traffic 30 miles away at FL360. Climb was issued; but aircraft did not climb as expected. Conflict alert activated with aircraft more than a minute away and mode C readout of FL363. I told air carrier X to expedite climb and report level at FL370. I thought aircraft could have climbed faster than he did. I ultimately got air carrier X to verify he was level just seconds before separation was lost. I felt aircraft did not perform a standard rate of climb and recommend that pilots inform ATC when doing less than a standard rate of climb.

Title: Enroute Controller experienced a near loss of separation when traffic did not climb at the expected rate during an opposite direction event; the reporter indicated pilots should alert ATC regarding slow climbs.
